The Indiana Business Health Collaborative will partner with Lock Strategies for day-to-day operations.
Beth Lock, president and owner of Lock Strategies, replaces Luke Messer as CEO and executive director. Messer, who led the organization since its inception, stepped down this year.
“Beth brings a wealth of health care knowledge, policy expertise and corporate experience to the organization,” said Susan Brock Williams, IBHC board chair and AVP of state government affairs at Eli Lilly and Co., in a press release. “The board looks forward to this partnership with Lock Strategies to advance our strategic goals with excellence, clarity and precision.”
A group of concerned stakeholders formed the IBHC in 2024. Their goal was to reduce the costs of health care, promote healthy employees and improve the state's competitiveness.
“Building on the previous momentum of the organization, I look forward to growing the IBHC membership so Indiana businesses and health care industry representatives can coalesce around robust research and advanced ideas that drive innovative health care delivery and affordability models in Indiana,” Lock said.
Lock previously was the director of government and legislative affairs for two organizations: the Allen County Board of Commissioners and then Parkview Health. She launched Lock Strategies in 2025.
